No Permission Necessary For Buildings Up To Five Floors Minister Narayana

The Minister of Municipal Administration Narayana has declared that constructions up to five floors don't require building permissions anymore. The applicants can send in an online application; once the municipalities process applicable fees for layouts and building plans, the required clearances will be issued.

To speed up the infrastructure development process, Minister Narayana has directed officials to prepare Detailed Project Reports (DPRs) within 15 days. The reports will focus on the key issues such as roads, drinking water, streetlights, floodwater management, and solid waste management in towns across the state. Recovery of tax arrears will also be undertaken.

State-Level Workshop Highlights

A state-level workshop was organized at Acharya Nagarjuna University, and in the same, 123 municipal commissioners were present. Chief Guest Minister Narayana has spoken about the latest developments regarding the functioning of the municipality. He explained that solid waste management projects are being sanctioned for Nellore, Kakinada, and Rajahmundry. The government, he added, is doing all its best to keep the garbage problem under control.

Achievements and Future Plans

Minister Narayana recalled the municipality's performance during 2014–2019. No hike in municipal taxes, but he was quick to accuse the YSRCP government of diverting municipal funds after 2019, which had led to a reduction in participation of contractors in ongoing projects.

To regain momentum, the government will utilize municipal funds from the Comprehensive Financial Management System (CFMS) as the latter is not relevant for the former. Some measures are:

  • Providing drinking water facilities in all 123 municipalities.
  • Establishing a waste-to-energy plant in Visakhapatnam.
  • Building TIDCO houses with modern construction technologies, which are being shared with other states for their development needs.

The Minister appreciated the state's progress in the municipal construction technology and showed confidence in achieving the set targets.
